Senior Procurement Advisor – Dredging & Marine Infrastructure

About the Opportunity

An exciting opportunity is available for an experienced Senior Procurement Advisor to support a major public infrastructure organization responsible for maintaining and developing critical water, transport, and maritime infrastructure across the Netherlands.

The successful candidate will join a specialist Dredging & Salvage team and play a key role in procurement strategy development, tender preparation, and contract management activities for large-scale marine and civil engineering projects.

Key Responsibilities

As Senior Procurement Advisor, you will be responsible for:

  • Developing procurement plans and procurement strategies, particularly for civil engineering and marine infrastructure projects.
  • Advising internal stakeholders on procurement procedures, tendering regulations, and compliance requirements.
  • Preparing and reviewing tender documentation, including tender guidelines, specifications, and procurement-related deliverables.
  • Supporting internal quality assurance and governance processes.
  • Managing and coordinating European tender procedures.
  • Organizing and facilitating market consultations and supplier engagement sessions.
  • Providing expert advice throughout the procurement and contract management lifecycle.
  • Identifying developments and risks within procurement and contract management processes and advising on appropriate actions.

Team Environment

You will work within a multidisciplinary contract management team consisting of approximately ten professionals, including contract managers, procurement advisors, and contract management specialists. The team collaborates closely throughout both contract preparation and execution phases.

Work Location & Hybrid Working

  • Primary location: Rotterdam, Netherlands
  • Office days: Tuesday and Thursday
  • Hybrid working arrangement available on other days
  • Occasional travel to project and operational sites throughout the Netherlands

Required Qualifications

Essential Requirements

  • Bachelor's degree (HBO level) or higher.
  • Minimum 5 years of demonstrable experience as a Procurement Advisor.
  • Fluency in Dutch (written and spoken).

Preferred Experience

Candidates with the following experience will be highly regarded:

  • Experience working within large public-sector or infrastructure organizations.
  • Experience drafting Engineering & Construct (E&C) contracts and/or Basic Maintenance Contracts (BOC).
  • Experience preparing and procuring dredging projects, particularly projects involving trailing suction hopper dredgers.
  • Proven experience independently preparing and managing European tenders.
  • Knowledge of procurement legislation, public tendering procedures, and contract management practices.
